MINUTES <br />CITY COUNCIL <br />MAY 22, 1991 <br />TRAN5FER oF Mr. Paymon Najafzadeh appeared before the Council on <br />OFF-SALE his application for transfer of off-sale liquor license <br />LIQUOR from Bloom's Liquors to Moon Bay Liquors, Inc. Mr. <br />LICENSE Najafzadeh reported that he plans to continue operation <br />of the business in its present location, 2752 Lakeshore <br />Avenue. <br />Staff reported that the applicant has submitted the <br />appropriate Certificate of Liquor Liability insurance, <br />and satisfactory Sheiff's Department background check <br />has been received. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-5-173 - APPROVING THE TRANSFER OF <br />OFF-SALE LIQUOR LICENSE FROM BLOOM'S LIQUORS TO MOON <br />BAY LIQUORS, INC., 2752 LAKESHORE AVENUE, UPON EVIDENCE <br />THAT A TRANSFER OF OWNERSHIP AAS OCCURRED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Blesener, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />PAWN SHOP The City Attorney presented to the Council a proposed <br />ORDINANCE Pawn Shop Ordinance. The Attorney reviewed <br />correspondence received from the Sheriff~s Department <br />regarding this Ordinance, and reported that he has no <br />problem with incorporating the Sheriff's <br />recommendations into the Ordinance. The Attorney <br />reviewed the correspondence received from Mr. Bentz, <br />owner of Lincoln Pawn, located within the City, and <br />reported that he had no problems with Mr. Bentz's <br />comments regarding persons pawning or implementation <br />period, but did have concerns with other comments made <br />by Bentz. <br />Mr. Bentz expressed concern with the Ordinance <br />definition of weapons, pointinq out that the Ordinance <br />precludes the purchase and sale of handguns or <br />revolvers whether or not they are legal weapons <br />according to Federal regulations. Bentz also pointed <br />out that the issue of amount of license fee is still <br />open. Bentz asked if the City had a separate Ordinance <br />which regulates gun dealers. <br />The City Administrator replied that he was not aware of <br />any City Ordinance which regulated gun dealers. <br />Bentz suggested that in view of the proposed Ordinance, <br />he may want to look into what would be necessary to <br />become a licensed gun dealer. <br />Page 10 <br />
