MINUTES <br />CITY COUNCIL <br />MAY 22, 1991 <br />about the individuals it can serve, that being <br />individuals with a primary disability of inental <br />retardation. <br />Nelson asked if any of Northeast's clients had a <br />violent history. <br />Smith replied that they do not, that Northeast does not <br />have a behavioral challenges. Smith stated that <br />clients have a primary disability of inental <br />retardation, and Northeast would like to expand their <br />license to inolude individuals with a secondary <br />disability of a physical nature. <br />Nelson reported that the Burke Lane neighborhood agreed <br />to a landscape plan and fencing structure behind Phase <br />I, which was not implemented as agreed to. Nelson <br />reported that if the CUP is approved, Burke Lane would <br />like to see a solid fence and higher earth berm <br />extended behind the Phase III building. <br />Brueggemann agreed that the existing fence was not as <br />agreed to, and reported that he had no problem with <br />filling in the fence so that its solid. <br />Joe Fasciana asked about loading and unloading of buses <br />on Country Drive. <br />Brueggemann reported that loading and unloading will <br />occur at the door to Northeast Contemporary Services, <br />and not on Country Drive. <br />Smith reported that the majority of the vehicles used <br />for transporting clients are large passenger vans with <br />seating capacity for 8 to 10 people. Smith anticipated <br />about 4 to 5 of these vehicles to the site per day and <br />again reported that service hours are between 9:30 A.M. <br />and 3:30 P.M. Northeast provides a 6-hour program time <br />including transportation. Smith also reported that <br />clients arrive at the site at different times during <br />the service hours, since some are going to or coming <br />from jobs elsewhere. <br />Nelson asked if Smith had any concerns with the sight <br />given the operation of a welding shop in the adjacent <br />building. <br />Smith replied that Northeast has no concerns about the <br />site, and pointed out that it is a commercial area, <br />similar to the commercial area they are currently in. <br />Smith was asked about clients' use of public <br />transportationo <br />Page 4 <br />
