MINUTES <br />CITY COUNCIL <br />MAY 22, 1991 <br />Smith replied that these clients are trained to use <br />public transportation and are doing so because their <br />social worker, parents, etc. have requested that they <br />do so. Smith reported that those clients using public <br />transportation are typically those working elsewhere in <br />the community. Smith reported that Northeast is very <br />aware of the skills and capabilities of each client and <br />will not require them to do something that they are not <br />prepared to handle. <br />A resident of Burke Lane expressed concern that the <br />clients at Northeast Contemporary may pose a threat to <br />their children. <br />Smith replied that the clients are individuals who live <br />at home with their parents, have graduated from school, <br />and are people who happen to have mental retardation. <br />Smith reported that Northeast provides services with <br />developmental goals so that these people can live, work <br />and recreate in the communities where they live. <br />Nelson reported that when the property was rezoned, the <br />Burke Lane residents envisioned Kandice Heights tenants <br />as firms like insurance companies. <br />Scalze pointed out that before the property was zoned <br />PUD, it was zoned commercial. Therefore, the use <br />proposed by Northeast may have fit into that commercial <br />zoning. <br />Blesener stated that he felt the problem was M& T <br />Welding, and the problems being caused by this occupant <br />should be cleared up. Blesener reported that he <br />researched Northeast Contemporary Services and was <br />informed that it was a good organization and supervised <br />its clients well. <br />Nelson reported that she contacted the management <br />company of the space Northeast currently occupies and <br />was told that the management company would like to keep <br />Northwest as a tenant. Nelson stated that the Burke <br />Lane residents would like to see Northeast remain a <br />tenant at the St. Paul Business Center. <br />Bill Quirin pointed out that the clients of Northeast <br />are public citizens who are going to work just like <br />everyone else. Unfortunately, however, these people <br />are disabled. Northeast is trying to assist these <br />people to remain private citizens and to take care of <br />themselves and remain in the community. Quirin felt <br />the 1 to 4 staff to client ratio was a good one. <br />Page 5 <br />
