MINUTES <br />CITY COUNCIL <br />MAY 22, 1991 <br />Ron Lachenmeyer pointed out that the Burke Lane <br />neighborhood is on the defensive because of the changes <br />that are occurring in the area. Lachenmeyer reported <br />that he is a real estate appraiser, and he felt that <br />the Kandice Heights development has hurt Burke Lane <br />property values. Lachenmeyer stated that their concern <br />is that the development is done right, and pointed out <br />the lack of compliance with the landscaping plan that <br />the neighborhood agreed to with LEB Development. <br />Hanson asked if Northeast's operation is similar to <br />that of Midwest Special Services. <br />Smith replied that Midwest provides shelter workshop <br />services which Northeast does not. Smith reported that <br />the people Northeast serves are more severely mentally <br />retarded that those served by Midwest Special Services. <br />Hanson felt one issue that needed to be addressed was <br />the landscaping and fence situation. <br />Quirin stated that it appears that the problem with the <br />present tenant is a management problem that is spilling <br />over onto a decision regarding the CUP and private <br />citizens with disabilities. <br />Loren Brueggemann reported that M& T Welding has <br />cleaned up some of their outdoor storage, however, the <br />property is still not the way he would like it. <br />Brueggemann reported on improvements that M& T Welding <br />has made to the property. Brueggemann stated that part <br />of the problem is M& T Welding does repairs on <br />trailers. Brueggemann suggested that a solution might <br />be to construct an 8-foot fence to screen in an outdoor <br />storage area. <br />Brueggemann reported that the Phase III building will <br />be at a lower level like the majority of the Phase I <br />building. Also, the Phase III building will be <br />adjacent to Phase I, providing a visual block of the <br />loading dock area. <br />Brueggemann reported that he will address the <br />landscaping and fencing of the west property line, and <br />will be installing some large pine trees to screen the <br />overhead door area for the space occupied by M& T <br />Welding. Brueggemann also explained why the fencing <br />was staggered as it is, and reported that he will have <br />the gaps filled in. <br />Lachenmeyer reported a incident with M& T Welding that <br />involved the reving of a car engine. <br />Page 6 <br />
