MINUTES <br />CITY COUNCIL <br />MAY 22, 1991 <br />Brueggemann reported that both he and the Sheriff's <br />Department have discussed this with M& T Welding, and <br />Brueggemann felt that the owner now had the situation <br />under control. <br />Nelson reported incidents of M& T Welding operating <br />their business after 9 P.M. with doors open, and the <br />noise from the business disturbing the residential <br />neighborhood. <br />Brueggemann reported that he has informed M& T Welding <br />not to operate with their doors open after 4 P.M. <br />Lachenmeyer felt that a welding shop was one of the <br />worst occupants for a building adjacent to a <br />residential neighborhood. This, in addition to the <br />fencing and landscaping not being completed correctly, <br />are reasons the neighborhood is so sensitive. <br />Hanson reviewed the letter sent to M& T Welding by the <br />Building Inspector regarding code violations. <br />George Zender asked when construction would start on <br />Phases II and III. <br />Brueggemann replied that construction will begin when <br />financing is finalized. Brueggemann anticipated that <br />this could occur next week, but reported that due to <br />the economic environment, financing of new projects is <br />very difficult. Brueggemann reported that it is his <br />hope that construction can begin on both projects next <br />month. <br />Nelson requested that the City withhold the <br />certificates of occupancy for the new buildings until <br />fencing and landscaping are completed as was agreed to. <br />The Council pointed out that it was not aware of the <br />concerns of the area regarding the fencing and <br />landscaping. <br />Nelson reported that these concerns were raised at the <br />March 14th Planning Commission meeting. <br />Scalze asked if this was something that the Building <br />Inspector should be addressing. <br />The City Administrator replied that the landscaping <br />that Brueggemann agreed to with the neighborhood is <br />something that was done outside the normal scope of <br />what the City requires, and that the landscape plan <br />worked out with the neighborhood was not furnished to <br />the City. <br />Page 7 <br />
