The Engineer also recommended that the ditch be <br />regraded to the proper elevations. The Engineer <br />pointed out that if the ditch is placed on the property <br />line south of Allen Avenue, a considerable amount of <br />trees will be lost. If the ditch is improved in its <br />present location, the City will need easements from the <br />property owners. The Engineer also pointed out that <br />the existing culverts are considered private <br />installations, and the property owners are responsible <br />for maintenance and keeping them in proper working <br />order. <br />Randy Creel, 3006 Ontario Road, asked why the City <br />didn't ensure that the culvert was installed at the <br />property grade before it was buried. Creel reported <br />that when his house was being constructed, his <br />contractor asked the City for permission to install a <br />culvert and the request was denied. Then the City did <br />a switch-around and gave his neighbor permission to <br />install a culvert. <br />The City Engineer pointed out that this happened when <br />the City had previous staff. <br />Creel pointed out that the ditch currently runs through <br />the middle of his backyard, and he would like to see <br />culvert installed so that he can gain the use of more <br />backyard area. Creel reported that the owners of 3000 <br />Ontario Road would like culvert as well. <br />Blesener pointed out that Creel's house is a walkout, <br />and asked if a culvert could be installed low enough in <br />order to be effective. <br />The City Engineer suggested that an arched pipe could <br />be used to get the area to drain. However, there is <br />not a lot of room for error given the limited fall. <br />Creel reported that when he built his home, the lots <br />north of Allen were approved for walk-out homes and' the <br />lots south of Al1en were not. Therefore, he purchased <br />a lot north of Allen for an additional $1,000 in order <br />to build a walk-out. Creel reported that 7 to 8 months <br />later the City did another switch around and allowed <br />walk-out homes south of Allen. Creel reported that <br />this switch cost him an additional $1,000. <br />Hanson pointed out that the City has a new City <br />Administrator and City Engineer since that time. <br />Blesener stated that the Council would like the same <br />answers that Creel is seeking.
