MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />The City Administrator suggested that the City will <br />look at each portion of the improvement, such as <br />grading, drain tile, and culvert installation. These <br />costs would then be divided according to benefit. <br />Collova asked if it were feasible for the City to <br />participate in the 50% of the cost of the project. <br />The City Administrator replied that it was. Ultimately <br />TIF excess funds would be used, but initially the <br />funding would have to come from the closed bond fund. <br />Scalze pointed out that the City is not asking the <br />general taxpayers to participate in this project. The <br />City is looking at using TIF excess funds that were <br />generated from the Thunder Bay area. <br />Blesener indicated that he was prepared to make a <br />resolution ordering the improvement. <br />Guy Zarembinski, 2909 Valento Lane, asked how the <br />improvement could be ordered at this time since all the <br />engineering information is not available. Zarembinski <br />asked what percentage of the improvement would include <br />drain tile. <br />Collova asked for the City Engineer's recommendation on <br />drain tile. <br />The City Engineer reported that the ditch will perform <br />better with the drain tile since the area will dry out <br />faster. The Engineer pointed out that the property <br />owners will qet a better product with the drain tile <br />installation, however, the project will cost twice as <br />much. <br />Daubenspeck asked if eventually the drain tile will <br />fill up with dirt and have to be dug up. <br />The Engineer replied that the drain tile has a filter <br />fabric around it that will keep dirt out. <br />George stated that she would like to see the job done <br />right and asked if there were any studies that would <br />substantiate that drain tile will dry out the area <br />faster. <br />The Engineer pointed out that drain tile will give <br />standinq water a place to go and will take some of the <br />water out of the saturated clay. Some grade will riave <br />to be given up if drain tile is installed, however, <br />benefit is gained. <br />Page 15 <br />
