MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />The Engineer was asked if frost will heave up the drain <br />tile during the winter months. The Engineer replied <br />that he has not seen that problem occur although <br />typically drain tile is installed three or four feet <br />down. The proposal calls for drain tile about one foot <br />below the surface due to the grades in the area. <br />Lier reported the effect of frost on her garage. <br />The Engineer suggested that frost might cause the drain <br />tile to flex, but not heave. The Engineer stated that <br />regrading and resodding the ditch will improve its <br />performance, and the ditch will dry out within 3 to 4 <br />days and become more maintainable. With drain tile, <br />the ditch will drain out within 1 to 2 days. <br />A resident felt that drain tile will benefit the <br />properties on Ontario Road, but not those on <br />Greenbrier. <br />The City Administrator felt that critical information <br />was lacking at this point, and recommended that the <br />public hearing be reopened and continued, and the City <br />Engineer directed to complete the study with a final <br />recommendation at a later meeting. The Engineer also <br />suggested that when the study is oompleted, it become <br />the design of the project so that bids can be called <br />for at the time the project is ordered. This is <br />necessary so that the project can be completed this <br />year. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-6-195 - REOPENING THE THUNDER BAY <br />DRAINAGE IMPROVEMENT xEARING AND CONTINUING THE PUBLIC <br />HEARING UNTIL THE JULY 10, 1991 COUNCIL MEETING <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Hanson, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />The City Administrator informed the property owners <br />that they will not receive mailed notice of the July <br />lOth meeting. Once the project is ordered, the City <br />will hold an assessment hearing, probably in August. <br />Property owners will be notified of that hearing. <br />Walsh asked if it has already been determined that the <br />City will pick up 50% of the cost. Walsh stated that <br />it was her feeling that the City was completely liable <br />for the cost of the improvement. <br />Page 16 <br />
