MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />resodding. The ditch has a slope of about .62 feet <br />over 100 feet, which is good, although not ideal. The <br />Engineer reported that the two options for improvement <br />of this ditch are the same as for ditch #1. The <br />Engineer felt the ditch improvement should include that <br />area north of Allen as well as the first several feet <br />south of Allen. The Engineer indicated that if <br />property owners further south of Allen wish to be <br />included in the project, that could be done as well. <br />One property owner questioned why they should pay for <br />an improvement in the City's easement area since that <br />property belongs to the City. <br />The City Engineer pointed out that there will be a cost <br />for the improvement, and typically property owners pay <br />for improvements that benefit their property. <br />The property owner felt that if development of the area <br />had been more closely monitored, the problem would not <br />exist. <br />The Engineer replied that the cost in staff time would <br />have been considerable to monitor an area this length <br />and size, especially since the homes were not <br />constructed consequetively one after another. The <br />Engineer also pointed out that discussion about cost <br />and payment for the improvement would be considered at <br />the assessment hearing. <br />Mary Walsh, 3020 Payne Avenue, stated that cost is a <br />part of the property owners' questions at this time. <br />Walsh asked who approved the ditch project when it was <br />first constructed, and stated that if it was not done <br />correctly the first time, the property owners should <br />not be penalized. Walsh felt that the City authorized <br />the project, and if it needs to be redone, the City <br />should pay for it. <br />The City Engineer reported that the contractors who <br />constructed the homes in this area could not have done <br />much of a better job in grading the lots. Grades were <br />set properly, however, weed and tree growth has built <br />up in the ditches, and this needs to be removed. <br />Walsh stated that she has a swamp in her back yard with <br />4 feet of standing water. Walsh stated that the <br />standing water is a hazard to children. <br />The City Engineer agreed there was a problem and stated <br />that he highly promoted that something be done to <br />correct this problem.
