MINUTES <br />CITY COUNCIL <br />JUNE 26, 1991 <br />the Council to consider is getting the roadway <br />connection to the industrial park. If that connection <br />is ever to be made, it should be made now when there is <br />a source to pay for it. The connection would also be <br />of benefit for access to the area by emergency <br />vehicles. Knock-down barriers could be installed <br />across the road so that only emergency vehicles could <br />use it. The City Engineer also recommended that lot <br />lines be staggered to provide a buffer for the existing <br />residents on the south. <br />Welch replied that it is difficult to stagger lot lines <br />since the lots on the south side of the proposed street <br />are a different dimension from the existing lots. <br />The City Engineer stated that he had concern for the <br />steep hill on the north side of the development. <br />Welsh reported that the hill will be at a 3-to-1 slope. <br />The Engineer replied that while a 3-to-1 slope is <br />manageable, a 4-to-1 is preferable. The Engineer <br />suggested that if a 3-to-1 slope is allowed, that a <br />fiber blanket be installed to eliminate erosion and <br />that the hill be left wild. <br />Welsh asked for a decision by the Council on the issues <br />of the slope and road access. <br />Blesener pointed out that the general consensus of the <br />Council and residents at the last meeting is that they <br />do not want the road connection to the industrial park. <br />However, the City should retain a road easement for a <br />possible future connection. <br />The City Planner reported that the lay-out being <br />presented this evening reflects what the City felt was <br />best. It was thought that ending the road in a <br />cul-de-sac would be better to keep industrial park <br />employee traffic from using the neighborhood streets as <br />a short-cut. The larger cul-de-sac will provide ample <br />room for school buses to turn around in. <br />Collova stated that he was in favor of the cul-de-sac <br />as proposed and felt it better to keep the commercial <br />and residential areas separated. Collova felt that the <br />lots as proposed were adequately staggered. Collova <br />was not sure about the erosion issue on the berm. <br />Blesener agreed that the plan as presented was pretty <br />much the consensus of discussion from the last meeting. <br />Blesener felt that putting the road connection in with <br />Page 3 <br />
