MINUTES <br />CITY COUNCIL <br />JUNE 26, 1991 <br />knock-down barriers, would hurt the aesthetics of the <br />neighborhood. <br />Welch felt that leaving the berm wild would be better <br />if the development were governed by an association. <br />The association could determine the criteria for this <br />wildlife area. However, in this situation, the berm <br />area would belong to each of the lots. Welch also <br />asked the Council to consider what requirements will be <br />made for fencing and screening on the berm. Welch <br />questioned how the area behind a fence could be <br />maintained. <br />Scalze asked what the existing neighborhood would like <br />to see on the berm. <br />Welch pointed out that the area is up 18 feet from the <br />industrial park, and he has discussed providing an <br />additional 5 feet of landscape screening. A <br />landscaping and screeninq plan will be submitted as <br />part of the Development Agreement. Welch felt that the <br />details of landscaping could be worked out between <br />himself, Mr. Lee, and the City's landscape consultant. <br />This information would be presented to the Council <br />prior to final plat approval. <br />Hanson opened up the meeting to comments from the <br />general public. <br />Donna Johnson, resident of the area and attorney <br />representing Mr. and Mrs. Fasciana, pointed out that <br />the preliminary plat is dependent on access over Mr. <br />and Mrs. Fasciana's property. The developer has made <br />no contact with them regarding this issue. The <br />developer has had one meeting with the neighborhood <br />about two months ago where there was some discussion <br />about screening, however, no specific proposal has been <br />made. Johnson reported that the Fasciana's are very <br />concerned about screening and the conditions that they <br />want in place with regard to this proposal. The <br />Fasciana's want the agreement for access reached before <br />the preliminary plat is allowed to proceed. <br />Welch reported that Mr. Fasciana was at the <br />neighborhood meeting and they briefly discussed his <br />providing access to the plat in exchange for sewer and <br />water connection. Welch reported that until the <br />preliminary plat is approved, he cannot proceed to <br />enter into a contract for access to the plat. <br />Mr. Joe Fasciana agreed that access was briefly <br />discussed, but no specific details were worked out. <br />Page 4 <br />
