MINUTES <br />CITY COUNCIL <br />JUNE 26, 1991 <br />Carrier reported that in addition to the lighting <br />problem, he had concerns about noise and smell coming <br />from the industrial park. Carrier pointed out that he <br />is 800 feet away from the park. The proposed homes <br />would only be 400 feet away, therefore, the problem <br />will be more severe for the new homeowners. Carrier <br />was concern about what will happen if the lots do not <br />sell. Carrier agreed that the buffer was an important <br />issue. <br />Carrier also pointed out that Mr. Lee dug out the area <br />and sold the sand that was there. Carrier felt that <br />Mr. Lee already made a profit on the area as well as <br />illegally placed the existing berm. <br />Hanson suggested that, hopefully, the end product being <br />proposed by Mr. Welch will be an improvement for the <br />area. <br />Blesener asked about topography of what the proposed <br />road will look like. <br />Welch presented a cross-section of the proposed road, <br />pointing out that it will be necessary to cut grades in <br />some areas and fill in others. It is anticipated that <br />no additional material will have to be brought in. <br />Donald Rue, Rue Plastics, asked if the swale on the <br />north end of the proposal will be a blacktop swale or <br />earth swale. Rue was concerned about run-off and <br />erosion ending up in his parking lot. <br />Welch replied that the swale will be earth. However, <br />during construction, as well as for one year after, <br />silt fencing and other erosion control measures will be <br />taken. This requirement will be addressed in the <br />development agreement, and Welch thought it likely that <br />the City will require a bond for maintenance of the <br />silt fence. <br />Upon resolution of Blesener, seconded by LaValle, the <br />public hearing was closed. <br />The City Planner reviewed the Park Commission's <br />recommendation for this plat. There is a trapezoid <br />piece of property that appears to be a part of this <br />property, as well as a 30-foot strip of land, that were <br />to have been dedicated to the City as part of the park <br />charge for the industrial park. These dedications were <br />never finalized, and the Park Commission is <br />recommending that they now be dedicated to the City in <br />addition to the standard per lot park charge. <br />Page 6 <br />
