MINUTES <br />CITY COUNCIL <br />JUNE 26, 1991 <br />this time with drive-over barricades so that access is <br />restricted to emergency vehicles. <br />Blesener pointed out that if the road connection is put <br />in and never used, it would only be an eyesore. <br />Blesener also felt that the City would be open to <br />lobbying from any individuals who might want the <br />connection opened up for day-to-day use. <br />Joe Fasciana pointed out that the neighborhood does not <br />want the road connection at all. Fasciana suggested <br />that rather than dedicating the road right-of-way to <br />the City, the developer get another lot out of the <br />property. <br />Scalze felt that at the least the City should take road <br />right-of-way, however, pointed out that the question is <br />whether or not the road should be blacktopped right <br />away. <br />The City Planner stated that he did not know why <br />conditions would change so that the neighborhood would <br />want the road connection. The Planner pointed out that <br />there are a lot of reasons why the neighborhood does <br />not want the connection. However, the Planner felt the <br />most prudent path for the City to follow would be to <br />retain an easement for future acoess. The question is <br />if the connection is made in 10 or 15 years, who will <br />pay for it. The Planner did not feel it was in the <br />best interests of the development to put the connection <br />in. <br />The City Administrator pointed out that there is a <br />willingness on the part of the developer to pay for the <br />road connection at this time. The Administrator <br />suggested that it might be appropriate to require a <br />cash deposit from the developer for the cost of making <br />this road connection since there is a source of revenue <br />to address the cost of the connection available today. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-6-206 - APPROVING THE PRELIMINARY <br />PLAT FOR YORKTON RIDGE WEST AS WELL AS VARIANCE FOR <br />CUL-DE-SAC LENGTH SUBJECT TO THE RECOMMENDATIONS OF THE <br />PARK COMMISSION REGARDING DEDICATION OF PARK LAND, <br />SUBJECT TO RETENTION OF 50-FOOT RIGHT-OF-WAY FOR <br />UTILITIES AND FUTURE ROAD CONNECTION TO THE INDUSTRIAL <br />PARK, WITH AREA TO REMAIN GREEN AT THIS TIME, AND <br />SUBJECT TO THE DEVELOPER MAKING A CASH DEPOSIT TO COVER <br />THE COST OF BLACKTOPPING TAE ROAD CONNECTION IN TAE <br />FUTURE AS WELL AS SUBJECT TO THE DEVELOPER OBTAINING <br />ACCESS TO HIS PROPERTY OVER THE FASCIANA PROPERTY <br />Page 8 <br />
