MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />Blesener felt that the City should not pick up any <br />costs for repair or maintenance of the streets in Ryan <br />Industrial Park. Blesener reported that the City has <br />put some money into Ryan Drive, however, those costs <br />will be paid by the property owners abutting the area <br />improved. <br />Scalze felt that the City needed to look at a road <br />improvement for the area in conjunction with general <br />improvement of the industrial park. <br />Hanson reported that he and the Building Inspector have <br />been visiting all of the businesses in the Industrial <br />Park doing some public relations work and discussing <br />the condition of the road and general appearance of the <br />entire park. The Building Inspector put together a <br />packet of information for the property owners outlining <br />minimum requirements that must be met. <br />Hanson agreed that something must be done about the <br />road. Hanson stated that given its present condition <br />it is doubtful that it can be plowed this winter. The <br />Fire Chief has also expressed concern about bringing <br />fire trucks down that road. Hanson agreed that the <br />City never accepted the roads in Ryan Industrial Park, <br />however, felt the City had a certain amount of <br />responsibility in the matter. Hanson pointed out that <br />the property owners are paying taxes, and there is the <br />concern about access into the area by emergency <br />vehicles. <br />Blesener stated that he had no problem with helping the <br />property owners, however, these property owners never <br />paid for a road initially, and they should pay for a <br />road improvement if one is done. Once the roads are <br />improved to City standards, the City would be able to <br />provide normal maintenance services. Other than normal <br />street maintenance, the businesses in the industrial <br />park receive the same services as other properties in <br />the City. <br />Collova pointed out that at the hearing the City held <br />in 1988 all the property owners, with the exception of <br />Frank Frattalone, objected to paying for a road <br />improvement. <br />Scalze stated that many of the properties in Ryan <br />Industrial Park are over-utilized. There is earth <br />moving equipment that cannot turn around on the <br />property itself, and is using the street. Scalze <br />pointed out that there is wear and tear on the roads in <br />Ryan Industrial Park that is not normal. <br />Page 15 <br />
