MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />ANNOUNCEMENTS Mayor Hanson reported that he will be out-of-town for <br />the July 24th Council meeting, therefore, Mrs. Scalze <br />will serve as Acting Mayor. <br />The City Administrator reported that as the result of <br />recent legislative action, the Local Government <br />Cooperation and Consolidation Study Commission is being <br />formed. Mr. Blesener has agreed to be nominated as a <br />representative for municipalities. Three <br />citizens-at-large to serve on this 25-member commission <br />are also being sought. Applications must be submitted <br />by Friday, July 12th. Anyone interested in serving can <br />contact the City Center for further information. The <br />first meeting of the commission is tentatively <br />scheduled for July 30th, and a February, 1992 deadline <br />has been set for report by the commission. <br />THUNDER BAY The City Engineer reported that tonight's meeting is a <br />DRAINAGE continuation of a public hearing held on June llth to <br />IMPROVEMENT consider a drainage improvement in the Thunder Bay <br />area. That public hearing was continued pending <br />additional soils and engineering information which are <br />available tonight. <br />The Engineer reported that soil tests have shown that <br />the clay materials in the area are saturated. This is <br />not due to a high water table, but rather perched <br />water. Because of this soil information, the Engineer <br />recommended that the Thunder Bay drainage improvement <br />for areas A, B, and C include regrading of the ditch <br />areas and installation of drain tile. The drain tile <br />would be installed in 6 inches of granular material, <br />which will reduce frost heaving during the winter <br />months. Estimated cost of this improvement is $1,000 <br />per lot. <br />The Enqineer reported that it is his recommendation <br />that the ditches be regraded along property lines. <br />Where there are physical obstructions such as fences <br />and trees, the City will make every effort to work <br />around these obstructions on a lot-by-lot basis. The <br />Engineer recommended, however, that the 72-inch tree in <br />the ditch C area south of Allen Avenue be removed. The <br />tree is in a deteriorated condition, and staff believes <br />Page 2 <br />
