MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />it beneficial to remove the tree at this time. <br />Blesener asked the extent of improvement proposed for <br />the area north of Allen Avenue. <br />The City Engineer replied that he is proposing the <br />improvement within the study area, and described this <br />area in detail. <br />Collova asked if the City would be responsible for the <br />replacement of any obstruction that is removed as part <br />of the improvement. <br />The City Engineer replied that there is a bridge south <br />of Allen that will be protected, removed and replaced <br />as part of the project. The Engineer also proposed <br />that wild trees be removed. Trees that have been <br />planted will be worked around if at all possible. This <br />is also true of fences. <br />The City Engineer explained that the improvement of <br />area D is more complicated. There are three possible <br />options. The City has met with 4 of the 5 property <br />owners involved in area D and explained the options. <br />It is proposed that these various options be bid as <br />alternates. Once real costs are known, the property <br />owners will be contacted to determine which option they <br />prefer. The Engineer pointed out that it appears <br />necessary to obtain easements for options A or B. <br />While option C does not require additional easements, <br />it will require the removal of a number of trees. <br />Tracey George, 3018 Thunder Bay Road, asked about the <br />cleaning of culverts under Allen Avenue. <br />The City Engineer replied that cleaning these culverts <br />will be part of the total project. The Engineer also <br />pointed out that his recommendation is to assess <br />benefited properties on an equal basis. <br />George felt that the City was doing the property owners <br />an injustice by assessing them for the drainage <br />improvement. George felt that the City did not do its <br />job in the first place when the area was developed, and <br />now a health problem has been created. George stated <br />that the City knew the soils were bad in this area and <br />let its citizens down by allowing the area to be <br />developed the way that it was. <br />The City Engineer stated that the City has two options <br />in this matter.
