MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />do some value engineer should not exceed $400, which <br />would be easily realized in savings on the project. <br />As far as construction management, due to the small <br />size of the project, the City Administrator felt the <br />project best handled by a qeneral contractor. <br />Morelan reported that the City has $23,000 budgeted <br />towards the project. Donation commitments are from St. <br />Joseph's Society in the amount of $15,000, North <br />Suburban Youth in the amount of $11,700, and Little <br />Canada Recreation Association for $7,500 and up to an <br />additional $15,000. The first bids ranged between <br />$55,500 and $67,900. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-7-234 - AUTHORIZING TAE RECREATION <br />DIRECTOR AND CITY ADMINISTRATOR TO MOVE AHEAD WITA <br />VALUE ANALYSIS FOR THE PROPOSED WARMING HOUSE PROJECT <br />AND PREPARATION OF ADVERTISEMENT FOR BIDS FOR THE <br />PROJECT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (O). <br />Resolution declared adopted. <br />Collova asked if the City had a lease with the School <br />District for the warming house property. <br />Morelan reported that there is no formal agreement, <br />however, he has spoked with John Thein of the School <br />District who has no problem with the project. Thein <br />will be sent plans once the project is in its final <br />stage. <br />Blesener suggested that Morelan obtain a letter from <br />Thein indicating that he has no objections. <br />CHARITABLE Scalze reported that she is troubled by charitable <br />GAMBLING qambling in Little Canada, and suggested that it might <br />be time to look at hiring a part-time person for the <br />City to monitor these activities in the City. Scalze <br />pointed out that the City can require 3% of profits <br />from the charitable gambling organizations for <br />enforcement. Scalze suggested that this person would <br />work closely with the State. Scalze stated that she <br />would like the State to know that the City is <br />interested in assisting them in the regulation of <br />Page 21 <br />
