MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />The best chance to do so would be to include drain <br />tile. The Engineer stated that the improvement will <br />not be a perfect solution, there isn't one for the <br />area. However, the improvement will allow the property <br />owners to maintain their backyards. If backyards are <br />not maintained after the improvement is completed, <br />similar problems to those that exist now will occur. <br />Scalze pointed out that if a property does not maintain <br />the area, the City can do it and assess the cost <br />against the property. <br />The City Administrator suggested that once the <br />improvement is completed, if problems are developing <br />because of lack of maintenance by property owners, City <br />staff should be informed so that remedial action can be <br />taken where appropriate. <br />Blesener suggested that after reading the City <br />Engineer's report it appears that regrading and <br />resodding without the drain tile would only be a <br />short-term fix. Soils heave each year and in a couple <br />of years pockets of ponding water would again appear. <br />The Engineer agreed. <br />A property owner asked if maintenance of the culverts <br />under Allen Avenue would be a regular item. <br />The City Engineer reported that this time cleaning the <br />culverts is included in the overall improvement <br />project. This is a very low cost item. However, <br />future general maintenance will be a regular City <br />maintenance item. <br />Kathy Niemczyk, 3025 Thunder Bay Road, reported that <br />she has two empty lots behind her property and asked <br />how the ditch will be protected when these lots <br />develop. <br />Hanson suggested that once the improvement is completed <br />he is sure that the Building Inspector will require any <br />contractor developing the lots that the ditch must be <br />protected. <br />Collova suggested that the Building Inspector require <br />silting fences at the back of those lots. The <br />Administrator suggested that silting fences be required <br />right away. <br />Stephanie Jansen reported that the lots on either side <br />of her are empty and asked who would be responsible for <br />maintenance of the ditch at the rear of these empty <br />lots. <br />Page 5 <br />
