MINUTES <br />CITY COUNCIL <br />AUGUST 14, 1991 <br />TRAIL 5anders reported that bids have been obtained for trail <br />CONSTRUCTION construction in Pioneer Park, as well as surfacing of <br />both parking lots and around the recreation building. <br />Included in the bid is concrete curb and gutter and <br />striping for the parking lots. The bid also includes <br />trail construction in Thunder Bay Park from Greenbrier <br />to Arcade Street. The low bid received was from Arrow <br />Asphalt in the amount of $120,068. <br />Sanders reported that there was an irregularity in the <br />bid. One bid came in early in the day and was not <br />placed with the other bids. When the bids were opened <br />at the specified bid time, the one bid was overlooked. <br />Staff then found this bid a little later, it was <br />opened, and was the low bid from Arrow Asphalt. <br />Sanders reported that he spoke with Barber <br />Construction, who was the next lowest bidder, and <br />explained the problem. Barber Construction indicated <br />that they had no problem with the arrangement. <br />Scalze asked if there were budgeted funds on hand to <br />cover the improvement. <br />Sanders replied that there was. Sanders reported that <br />the City had not planned to pave both Pioneer Park <br />parking lots this year, however, due to street <br />construction of DeSoto Street, it was felt that the <br />DeSoto Street parking lot should be done this year as <br />well. Sanders estimated that the paving work would <br />start in about two weeks. <br />Scalze pointed out that there is a tournament planned <br />in Pioneer Park for early September, and suggested that <br />Sanders work the scheduling of paving around the <br />tournament. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-8-275 - AWARDING THE BID OF ARROW <br />ASPHALT IN THE AMOUNT OF $120,068 FOR PAVING WORK IN <br />PIONEER PARK AND THUNDER BAY PARK AS PRESENTED, NOTING <br />THAT THE BID AMOUNT IS CONSIDERABLY BELOW INITIAL <br />ESTIMATES <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Collova, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />Page 15 <br />
