MINUTES <br />CITY COUNCIL <br />OCTOBER 2, 1991 <br />*Require 3% of gross receipts less prizes to cover the <br />City's law enforcement and administrative costs in <br />regulating lawful gambling. 3% must be paid within 30 <br />days of the end of each month. If not paid within 30 <br />days, a 10% late fee shall be imposed. <br />*Require donation of 10% of its net profits (City <br />Attorney to check whether State says net profits or <br />gross receipts less prizes) derived from lawful <br />gambling in the City to a fund administered and <br />regulated by the City without cost to the fund, for <br />disbursement by the City for lawful purposes as <br />defined by administered and regulated by the City <br />without cost to the fund, for disbursement by the City <br />for lawful purposes as defined by Minnesota Statute <br />349.12, Subdivision 11. 10% to be paid within 30 days <br />of the end of each month. If not paid within 30 days, <br />a 10% late fee shall be imposed. <br />*City Attorney to determine if in addition to the <br />amounts specified in the above two paragraphs, the <br />City can require an organization to make specific <br />expenditures of up to l0% of its net profits. If so, <br />what criteria would govern the designation of this <br />"specific expenditure"? <br />*Rent for pull tab sites or locations to be regulated <br />by State Statute. <br />*Rent for bingo hall sites to be regulated by State <br />Statute. <br />*Section 119 (Roseville Ordinance) <br />Lawful gambling as regulated by Minnesota Statute <br />Chapter 349, is permitted in the City if the <br />organization conducting such activities meets the <br />following criteria: <br />1. Is licensed by the Minnesota Gambling Control <br />Board. <br />2. Is a tax exempt organization persuant to 501 (c) <br />of the Internal Revenue Code. <br />3. Aas maintained an address within the City for at <br />least three (3) years prior to the application. <br />(An existing organization which is non-conforming <br />to this requirement may be grandfathered in if <br />approved by the City Council at the time of next <br />license renewal application. <br />Page 2 <br />
