MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1991 <br />using the Watershed's plan as a basis. Sanders felt <br />that the Watershed and City could work together on this <br />project to accomplish what both want. Sanders reported <br />that he has taken the Watershed's plan and given it a <br />park-like £orm, providing for a more natural shoreline <br />and vegetation, in order to restore the park back to a <br />nature area. Sanders pointed out that there is a great <br />deal of wildlife in the Park which will be disturbed by <br />the pond enlargement. Aowever, Sanders felt that the <br />restoration of the park should include vegetation that <br />will again attract wildlife. Sanders pointed out that <br />there are a couple of bridges proposed in the park, and <br />future plans could include a small building for a <br />nature interpretive program. <br />Sanders reported that the Watershed's plans are in the <br />feasibility stage at this point, and indicated that he <br />would be working with the Watershed on the plan over <br />the next year. <br />Scalze pointed out that the Gervais Mill site is owned <br />by the City. Scalze suggested that an agreement is <br />needed between the Watershed and the City to ensure the <br />Watershed's responsibility for maintenance of the <br />ponding area. <br />Collova asked how quickly the 10 foot pond depths would <br />fill in. <br />Sanders was not sure, but suggested that settling out <br />of sediments may occur in the first ponding area. It <br />is clear that the Watershed will need to clean out the <br />ponds occasionally, and agreed that the City needed a <br />joint use agreement with the Watershed. <br />Blesener suggested that trail and other improvements be <br />located within the park so that future pond cleaning <br />efforts will not disturb these improvements. <br />Sanders agreed, and stated that he would plan these <br />improvements with the Watershed. <br />The City Attorney agreed that an agreement was needed <br />with the Watershed addressing the joint use and the <br />maintenance issue for the ponding areas. <br />Page 2 <br />
