MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1991 <br />Sanders reported that he is hoping that the Watershed <br />will do a considerable amount in terms of trail <br />improvements, bridges and landscaping as part of their <br />project with the park. These details will be <br />negotiated with the Watershed. <br />Scalze reported that the Watershed has money allocated <br />toward this project for 1992. Scalze pointed out that <br />the City's plans for the park are for development of a <br />nature area, and suggested that cooperation with the <br />Watershed will move the City closer towards this goal. <br />Blesener felt that the additional water will be an <br />enhancement to the park. <br />Sanders reported that the lower portion of the park <br />contains deep peat. Also, while there is good tree <br />cover along the edges of the park, there is not in the <br />lower area of the park. The oak trees alonq the edges <br />of the park will not be disturbed, and Sanders <br />suggested that there are some groups of silver maples <br />that he will work with the Watershed on preserving. <br />LaValle asked about City funding for Gervais Mill Park <br />development, indicating that funds should be in hand <br />before work is undertaken in the park. <br />Sanders replied that the Park Commission is proposing <br />$20,000 in the 1992 Budget for Gervais Mill Park <br />development, and an additional $20,000 per year for the <br />next few years. Sanders suggested that the City may <br />get the basic bridges, grading and trail work done by <br />the Watershed. <br />Scalze pointed out that the development of Gervais Mill <br />Park is a lonq-term project since it is a nature area <br />and it takes time to get the natural-type plantings <br />established. Scalze also reported that the Park <br />Commission will be holding some neighborhood meetings <br />to present the development plans for the park. <br />RUE PLASTICS Kurt Rue, Rue Plastics, appeared before the Council <br />LAND to discuss the desire of Rue Plastics to dedicate some <br />DEDICATION property to the City. The property is currently being <br />used for ponding for the area, and Rue Plastics does <br />not want to continue paying taxes on it. <br />The City Administrator agreed that the property in <br />question contains ponding for the entire industrial <br />park. The pond drains into a ditch on the Water Works <br />property. <br />Page 3 <br />
