MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1991 <br />that the wording of the provision will be commented on <br />by the City Attorney in his review and preparation of <br />an ordinance. <br />Scalze suggested that any changes from what was <br />discussed and agreed upon at the workshop meeting <br />should wait until the full Counail was present. <br />Blesener sugqested that the provision dealing with a <br />change in gambling manager or governing body refer to <br />"licensed organization". <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-10-343 - APPROVING THE MINUTES OF THE <br />OCTOBER 2, 1991 COUNCIL WORKSHOP MEETING AS CORRECTED <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Scalze, Collova. <br />Nays (o). <br />Resolution declared adopted. <br />It was the consensus of the Council that the City <br />Attorney be instructed to draft an ordinance regulating <br />charitable gambling for review by the Council at its <br />next meeting. <br />BACHMEIER The City Administrator reported that Bachmeier <br />DEVELOPMENT Corporation is requesting that the City assign its <br />AGREEMENT development contract rights for property on County Road <br />B to Mr. Ed Grieman, the owner of the property. <br />Bachmeier has reported difficulty in obtaining <br />financing for his development project, and it appears <br />that the project may not proceed. Mr. Grieman is <br />interested in selling his property, and it appears <br />there may be another developer interested. Therefore, <br />rather than tie up the property with Bachmeier <br />Corporation, Mr. Grieman would like to negotiate with <br />another developer. <br />The Administrator reported that bond counsel has <br />indicated that the City need only acknowledge the <br />assignment of the Bachmeier development contract to Mr. <br />Grieman. The Administrator also reported that the <br />development agreement will be in default by the end of <br />the year. Should another developer be interested in <br />TIF, the City would have to enter into another <br />development agreement in order to protect the City's <br />interests and to define other terms and conditions. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />Page 8 <br />
