MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 1991 <br />basic information from Roseville, and did not pursue <br />details at this point. <br />Wehrle stated that the option of contracting with <br />another city was not one he had thought about, but he <br />did not believe Little Canada residents would support <br />Roseville's running its recreation program. The <br />advantage would be that Roseville has more options to <br />offer. <br />Wehrle felt that Morelan was putting in more than <br />part-time hours in his position as Parks and Recreation <br />Director. Wehrle stated that in order to expand the <br />program, the City will have to hire a full-time <br />director. Wehrle stated that if the City decides to <br />continue with a part-time director, he did not feel the <br />City could hire a person who would put in as much time <br />as Morelan currently does. <br />Wehrle stated that he supports a full-time Director, <br />but he is not sure how to fund the position. One <br />option would be to increase user fees. However, an <br />increase is user fees will result in some decrease in <br />participation. Wehrle did not think increased user <br />fees would totally cover the cost of a full-time <br />Director. <br />DeLonais asked how the City will cover maintenance <br />costs of the parks it is developing. DeLonais <br />expressed concern that this issue has not been <br />addressed. <br />Wehrle pointed out that a parks and recreation program <br />is a direct benefit that most citizens can participate <br />in and see. Wehrle stated that expansion of the system <br />will increase operations and maintenance costs, but the <br />Park Commission is trying to expand things that do not <br />require a whole bunch of maintenance. Wehrle stated <br />that he has not perceived any real negative comments <br />about parks, but rather positive comments and a lot of <br />participation. The last survey showed that residents <br />wanted expansion of park facilities, especially trails. <br />DeLonais stated that he did not oppose the parks and <br />recreation program, but felt that because of the <br />expansion of this program, other services are <br />declining, such as road maintenance, sewer inspection. <br />DeLOnais stated that there are costs to consider <br />besides just the salary of a full-time Director. <br />DeLonais believed that there was a silent majority in <br />the City that opposed additional park development. <br />Page 4 <br />
