MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 1991 <br />Wehrle stated that regardless of expanded facilities, <br />the City has facilities that are programmed, and Jim <br />Morelan is doing a full-time job with these facilities. <br />DeLonais reported that he has had members of the <br />Recreation Association comment to him that the City has <br />too many parks. DeLonais stated that the City has to <br />keep things under control and watch expenses. <br />Wehrle pointed out that the Park Master Plan shows a <br />limited number of parks. <br />LaValle asked if the City decided to contract with <br />Roseville for recreation services, if Roseville would <br />take on Little Canada's two Assistant Directors. <br />The Administrator reported that he has not pursued <br />details like this with Roseville at this point. <br />Scalze felt that if the City decided to go with a <br />full-time Director, the two Assistant Directors would <br />still be needed. <br />Blesener felt that the additional salary could be <br />compensated through increased fees, adult fees, and a <br />shifting from consultant fees. Blesener felt that if <br />the City is creative, the money is there. Blesener <br />pointed out that Little Canada's program costs are very <br />low compared to other cities. <br />Scalze felt a full-time Director would enhance the <br />relationship the City has with LCRA. <br />Hanson asked if the consensus is not to contract with <br />another City and to go with a full-time Director, what <br />is the base line salary plus benefits for the position. <br />Blesener felt that the first step would be to establish <br />a job description for the position. Blesener stated <br />that the City cannot get by with a part-time Director, <br />since another director would not provide the same time <br />to the job that Jim Morelan does. Blesener suggested <br />that the job description be developed, and a salary <br />range set based on that description. <br />The current salaries paid the Director and Assistant <br />Directors were reviewed. It was determined that <br />benefits would be approximately 25% of the base salary <br />for a full-time position. <br />Scalze commented that maintenance costs for the park <br />system are there, whether the City hires a full-time <br />Director or not. <br />Page 5 <br />
