MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 1991 <br />LaValle asked if a full-time Director would be a <br />working Director or strictly administrative. <br />Scalze felt the Director would be a working person, not <br />someone who spends 8 hours per day in the office. <br />Scalze stated that she did not see the Director mowing <br />grass, feeling that this would be an inefficient use of <br />higher-paid personnel. <br />LaValle suggested that with a full-time Director, the <br />amount of seasonal help could be reduced, since the <br />seasonal help would be better supervised, therefore, <br />work more efficiently. <br />It was suggested that a small committee be put together <br />to develop a job description for a full-time Director <br />position, as well as a salary range for that position. <br />Steve Morelan asked if the Planning Commission has <br />discussed the issue. <br />DeLonais replied that they had not. <br />Steve Morelan indicated that the topic was brought up <br />at the last LCRA meeting, and although there will not <br />be a recommendation on the matter until the next <br />meetinq, there seemed to be support for a full-time <br />director. Steve Morelan stated that he feels the City <br />is long overdue for a full-time Director. Morelan did <br />not feel the City could continue in a part-time <br />capacity. Morelan stated that he has reviewed the <br />proposal from Roseville, and while it looks good on the <br />outside, he foresees problems and does not feel it is <br />the riqht time for it. Morelan felt that Roseville is <br />looking to enhance their program, and when it comes <br />down to it, Little Canada youth will take a second <br />seat. Morelan again stated that he supported a <br />full-time Director. <br />DeLonais stated that he thinks the City should direct <br />its own activities, but down the road he foresees the <br />sharing of services between cities because of costs. <br />Blesener felt that in order to best serve the citizens <br />of Little Canada, the Recreation Director has to work <br />for the City of Little Canada. <br />Scalze felt cooperation between cities is good if it <br />saves money, however, she did not feel in this instance <br />it would save money to contract with Roseville. Scalze <br />saw the only benefit as an expanded program. <br />Page 6 <br />
