MINUTES CITY COUNCIL OCTOBER 23, 1991 Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 91-10-360 - CALLING FOR REDEMPTION OF OUTSTANDING GENERAL OBLIGATION IMPROVEMENT BONDS OF 1984 The foregoing resolution was duly seconded by Scalze. Ayes (5) LaValle, Scalze, Collova, Hanson, Blesener Nays (0). Resolution declared adopted. ECONOMIC The Mayor reported that he and the City Administrator DEVELOPMENT and Planning Commission Chairman met with representatives of First Bank Little Canada and Vadnais Heights City staff to discuss combined efforts the cities might take in the area of economic development. One example that was discussed is a software program that the City of Vadnais Heights currently has listing all vacant retail property within the City. Blesener suggested that it would be difficult to keep this information updated. The City Administrator reported that Vadnais updates the information annually, however, that system is somewhat self-policing since property owners are aware of the system and will call in any changes. Council discussed the possibility of the Chamber handling a program like this, but it was pointed out that the Chamber does not have the personnel to do it. Hanson stated that staff will continue discussions with Vadnais Heights, and try to come up with a program that is inexpensive and would not take a lot of administrative time. PUBLIC Hanson reminded parents to dress children appropriately SAFETY for Halloween. The City Administrator reported that the City of Lauderdale has decided to contract with the Roseville Police Department beginning the first of the year. Commander Bergeron of the Sheriff's Department has indicated that this will not effect the 1992 Sheriff's Budget for other contracting cities. The Administrator indicated that it appears that White Bear Township will remain with the Sheriff's Department for 1992. Page 12
