MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 1991 <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-10-360 - CALLING FOR REDEMPTION OF <br />OUTSTANDING GENERAL OBLIGATION IMPROVEMENT BONDS OF <br />1984 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Collova, Hanson, Blesener <br />Nays (0). <br />Resolution declared adopted. <br />ECONOMIC The Mayor reported that he and the City Administrator <br />DEVELOPMENT and Planning Commission Chairman met with <br />representatives of First Bank Little Canada and Vadnais <br />Heights City staff to discuss combined efforts the <br />cities might take in the area of economic development. <br />One example that was discussed is a software program <br />that the City of Vadnais Heights currently has listing <br />all vacant retail property within the City. <br />Blesener suggested that it would be difficult to keep <br />this information updated. <br />The City Administrator reported that Vadnais updates <br />the information annually, however, that system is <br />somewhat self-policing since property owners are aware <br />of the system and will call in any changes. <br />Council discussed the possibility of the Chamber <br />handling a program like this, but it was pointed out <br />that the Chamber does not have the personnel to do it. <br />Hanson stated that staff will continue discussions with <br />Vadnais Heights, and try to come up with a program that <br />is inexpensive and would not take a lot of <br />administrative time. <br />PUBLIC Hanson reminded parents to dress children appropriately <br />SAFETY for Halloween. <br />The City Administrator reported that the City of <br />Lauderdale has decided to contract with the Roseville <br />Police Department beginning the first of the year. <br />Commander Bergeron of the Sheriff's Department has <br />indicated that this will not effect the 1992 Sheriff's <br />Budget for other contracting cities. The Administrator <br />indicated that it appears that White Bear Township will <br />remain with the Sheriff's Department for 1992. <br />Page 12 <br />
