MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 1991 <br />The City Planner reported that the Zoning Ordinance <br />amendment was adopted on June 26, 1985, and the area <br />was rezoned to I-P District shortly after that. <br />Scalze reported that Mr. Frattalone, the previous owner <br />of the property, did attend the public hearings and was <br />probably sent the public hearing notices. <br />Blesener noted from the Planning Commission minutes <br />that the previous use was a truck repair business. <br />Truck repair is allowed in an industrial area as an <br />accessory use. Auto repair is not permitted in the I-P <br />District. <br />The City Planner reported that the truck repair use was <br />never reviewed by City staff, therefore, staff had no <br />knowledge of this business. <br />Meron reported that the truck repair business had been <br />in the site until December of 1990. Spectrum Auto <br />moved in about 4 months later. <br />The owner of Spectrum Auto stated that he did not <br />understand the difference between a truck repair <br />business and an auto repair business. Spectrum also <br />does repairs of trucks. Spectrum also located on the <br />site within 4 months of the truck repair leaving, <br />therefore, fell within the 6 month grace period before <br />a grandfathered use lapses. <br />Scalze pointed out that the City held a lot of hearings <br />on the rezoning. It was the intent of the City in <br />rezoning the property to i-P District to have a certain <br />quality of building in that district. There was also <br />discussion of a campus-type setting for the area. Auto <br />repair was not what the City was looking to zone into <br />the area. <br />Blesener stated that the intent was to have an upgraded <br />industrial area and not an area similar to Ryan <br />Industrial Park. Blesener reported that there are two <br />or three auto repair businesses in Ryan Industrial <br />Park, and commented on the poor site conditions of <br />those businesses. Blesener stated that he had no <br />intention of changing the I-P District to allow auto <br />repair. <br />Collova stated that he would not be willing to allow <br />auto repair in the I-P District, but felt that this was <br />a special circumstance since the zoning changed after <br />they located on the property. <br />Meron asked if the auto repair business could continue <br />by special use permit. <br />PAGE 3 <br />
