MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1991 <br />The City Engineer replied that the contractor hoped <br />that if the area were opened up it would dry. In the <br />event the area does not dry out, the contractor <br />purchased a small loader with rubber tracks for workinq <br />in the wet material. <br />The City Administrator reported that the drain tile is <br />in place in Ditch A and it has dried out the area <br />substantially. <br />George asked when trash guards would be installed and <br />finish work completed. <br />The City Engineer estimated that finish work would be <br />done in the next 3 to 4 weeks, and trash guards and <br />rip-rap installed after the finish restoration work. <br />DeZurik stated that he would like his bee-hive shaped <br />trash guard replaced with a flat guard. <br />The City Engineer agreed that the bee-hive shaped <br />guards are unsightly, and would be replaced if other <br />guards become available. However, it was pointed out <br />that the bee-hive shape keeps culverts from plugging up <br />with debris. <br />One resident of the area asked how many bids were <br />received and what was involved in the 5o contingency <br />funds that are included in project costs. <br />The City Engineer reported that the request for bids <br />was advertised in the local newspaper as well as the <br />Construction Bulletin. Four or five bids were <br />received. The City Engineer reported that this type of <br />project is not a popular one with contractors due to <br />the nature of the work. <br />The City Administrator explained that the contingency <br />that is built into the project is to cover unforeseen <br />items that typically come up in these kinds of projects <br />that result in additional costs. The Administrator <br />pointed out that once the assessment is adopted, the <br />cost is fixed, and the contingency is needed to cover <br />project change-orders. <br />A resident asked if there were specifications for the <br />project. <br />The City Administrator replied that there are plans and <br />specs and contract documents on file at City Hall that <br />are available for review. <br />Page 14 <br />
