MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1991 <br />The City Engineer reported that total project costs are <br />$333,628.00. The difference in the total project costs <br />and the cost to be assessed involves a water shut off <br />that was installed at City cost. The Engineer <br />explained that the assessment includes $51,053 for <br />easement acquisition. There was 945 lineal feet of <br />easement that needed to be acquired, and the cost of <br />that easement was calculated at $2 per square foot. <br />The City Engineer reviewed the properties to be <br />assessed and the varying assessment amounts for each <br />property in detail. <br />The City Administrator reported that deferments are <br />being recommended for four parcels. The first is a <br />deferment of the sewer and services cost for the Torala <br />property. The Administrator noted that Ms. Torala has <br />two lots. Her home sits on the middle of these two <br />lots. It is recommended that the sewer and services <br />cost be deferred until such time as the second lot is <br />developed. The Administrator recommended that the <br />street assessment be levied at this time. <br />The City Administrator reported that an appraiser has <br />looked at the proposed assessments and concurs with <br />Staff's recommendation. <br />The Administrator reported that deferrments are <br />recommended for the assessments for the Dave <br />Frattalone, Angelo Frattalone, and Trans City <br />Investments properties. These properties are presently <br />zoned Industrial, therefore, there is no benefit <br />derived from DeSoto Street since the properties will <br />not have access to the street. Should the properties <br />be rezoned and developed as residential with access <br />from DeSoto Street, the deferment would be removed. <br />The City Engineer reported a correction in footage <br />amounts for the Mailand and Wickman properties. Each <br />lot is 89.5 feet in width, and each lot has 22.375 feet <br />of assessable footage. This affects only the <br />assessments for these two parcels, but not the total. <br />The Mayor opened the hearing to comments from the <br />public. <br />Mr. Wickman pointed out that the contractor has not <br />completed work on his driveway. <br />The City Engineer agreed that the contractor was not <br />finished with the Wickman driveway, and stated that the <br />work would be completed yet this fall. It was also <br />reported that utility companies would be completing <br />restoration work as well. <br />Page 3 <br />
