MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1991 <br />Dave Frattalone asked for an explanation of the <br />deferment that staff is recommending for his property. <br />The City Administrator explained that the assessments <br />would be deferred until such time as the property is <br />rezoned residential. If the property remains <br />industrial, the assessments would never be payable. <br />Deferred assessments are costa that the City carries. <br />Interest does accrue on the deferred assessments, and <br />the City Administrator stated that he would like to <br />discuss this topic with the City at a later date. <br />Peter Costa asked to discuss the $51,053 easement cost <br />indicating that the amount was too high. Costa <br />reported that the City park property is benefitting by <br />DeSoto Street since residents will use that street to <br />access the park. <br />Scalze pointed out that if Mr. Costa had not been <br />developing residential sites along DeSoto, the City <br />would only have accessed the Pioneer Park parking lot <br />via LaBore Road and not with a street through to Al1en <br />Avenue. <br />The City Administrator pointed out that of the $51,053 <br />in easement costs, the City's portion is $25,068.32, <br />and the Costa portion is $25,984.68. <br />Costa reported that his family donated 33 feet of <br />easement for DeSoto Street at no cost. The City is not <br />donating its portion of the easement. Costa asked why <br />a value of $2 per square foot has been placed on the <br />property, when the City did not pay that much for it. <br />Costa indicated that the residents of Little Canada are <br />benefitting from DeSoto Street, and felt that the City <br />should donate the easement. <br />Scalze pointed out that the street is being shared with <br />Costa Estates as well as Pioneer Park. <br />Blesener stated that he is confident that the City <br />would not have improved DeSoto Street just for access <br />to the park. The City would only have put in access up <br />to its parking lot. <br />Costa asked how the City would have gotten the access <br />since his family owned the property. <br />The City Engineer noted that the easement costs divided <br />between the 11 lots to be developed in the first phase <br />comes to $2,362 per lot. <br />Page 4 <br />
