MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1991 <br />Costa stated that he felt the City should donate the <br />easement for DeSoto Street. Costa stated that people <br />will come both north and south on DeSoto Street to <br />access the park. <br />Scalze disagreed, and again pointed out that if the <br />City put in an access to the De5oto parking lot, the <br />access would have only come from LaBore Road on the <br />south as far as the parking lot. <br />Costa stated that he did not feel he should have to pay <br />for easement acquisition, and again stated that the <br />street benefits anyone who uses Pioneer Park. <br />The City Administrator reported that it is a question <br />of value. The Administrator pointed out that the <br />proposal is to assess both the City and developer for <br />their share of easement acquisition. The question is <br />the $2 per square foot value placed on the easement <br />reasonable. The Administrator reported that the City <br />acquired the park property for $25,000 per acre, which <br />figures to about 55 cents per acre. <br />Costa stated that if that is the case, why has the City <br />placed a$2 per square foot value on the property. <br />Scalze pointed out that the $2 figure was one that was <br />negotiated with the Costa family as part of the <br />Development Agreement with the City for Costa Estates. <br />Costa replied that he has objected to the $2 figure <br />from day one. Costa felt that the City is overcharging <br />for the easement and that some adjustment should be <br />made. <br />It was pointed out that total assessment costs to the <br />City for the DeSoto Street improvement are $104,291.65. <br />Costs to the City without the easement credit are <br />$79,223.33. The City Administrator reported that the <br />street improvement runs by City property, and the City <br />is being treated the same as any other property owner. <br />Aanson asked where the funding will come from to pay <br />the City's share of the improvement. <br />The City Administrator replied that at this point <br />funding would come from the Park Fund, which is money <br />generated from developer fees or cash contributions. <br />Scalze stated that she thought a portion would come <br />from TIF surpluses. <br />The City Administrator replied that this was an option. <br />Page 5 <br />
