MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />employee may request an large increase in the future, <br />while the low salary probably limited the City's choice <br />of applicants. <br />Hanson pointed out that the City appears to be on the <br />low end of the scale with regard to program fees. <br />Scalze agreed, and noted that the City is unique in <br />that it charges the same fee for each activity, with <br />the exception of day camp. Scalze also pointed out <br />that it was difficult, in some instances, to determine <br />what fees cities are charging for certain sports since <br />there are associations running those particular sports. <br />Scalze indicated that the committee felt that with <br />registration fees coming back to the City there is more <br />accountability of public funds. <br />Scalze reported that there was discussion of the need <br />for one assistant director at a minimum, in addition to <br />the full-time Director. Scalze pointed out that there <br />are alot of evening hours involved in running the <br />program, and the positions would require flexibility. <br />Hanson noted that the LCRA has indicated their support <br />for an increase in registration fees, however, the <br />amount of the increase was not identified. Hanson also <br />asked how the LCRA feels about fees being turned over <br />to the City. <br />Scalze reported that in discussing the matter with <br />Steve Morelan, she did not detect any great problem. <br />Scalze suggested that in the future, under a <br />reorganized system, the park and recreation budget <br />could be submitted to the LCRA for their comment. <br />Scalze noted that it is from the LCRA that the City's <br />recreation program came in the first place, and the <br />committee wanted to see the City's relationship with <br />LCRA continue. Scalze again noted that there is <br />feeling that the Park Commission should be changed to a <br />Park and Recreation Commission. <br />The City Administrator reported that from an <br />accountability standpoint, the turning over of <br />registration fees to the City has definite merit. The <br />Administrator pointed out that the City will have to <br />pay the increased cost of putting a reorganized program <br />in place. <br />Blesener agreed that the City has a good relationship <br />with the LCRA. Blesener noted that the question on <br />registration fees is where they will go. <br />Page 14 <br />
