MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />Scalze noted that the job description calls for the <br />full-time Director to coordinate activities with the <br />LCRA, thereby, maintain the tie with LCRA. <br />Collova suggested that before the job description is <br />finalized, perhaps the City should look at where it <br />wants to go with recreation. After that point, a job <br />description could be finalized. <br />Scalze disagreed, and pointed out that the job <br />description that is being recommended to the Council is <br />broad enough to cover whatever direction the City goes <br />with its recreation program. Scalze noted that the <br />primary objective of the position as listed in the job <br />description is to provide recreational services to all <br />citizens in Little Canada. <br />Blesener agreed that the job description has to be <br />broad enough to allow the director to float with the <br />public's demands. Blesener felt that the public will <br />direct the program. <br />Scalze also pointed out that the committee discussed <br />the maximum use of present facilities. For example, <br />use should be made of the lower level of the fire <br />station as possibly a small community center. Fees <br />generated from this use should support the maintenance <br />of this facility. Scalze felt that maximum use of <br />facilities will help to pay for an otherwise burden on <br />the taxpayer. <br />Blesener felt that tonight the Council needed to <br />address the issue of whether or not to hire a full-time <br />Director, if the City can afford it, and how the City <br />will fund the position. <br />Scalze did not believe it would make sense to hire a <br />full-time Director to continue only existing programs. <br />Scalze noted that currently the City is not serving <br />enough senior citizens. Scalze stated that she was <br />leaning towards the need to retain the two assistant <br />director positions in addition to a full-time Park and <br />Rec Director. The committee felt that at least one <br />assistant director was needed in addition to a <br />full-time Director. <br />Blesener asked if setting the salary for a full-time <br />Director too low would limit the range of candidates. <br />Blesener also stated that he would like to see two <br />assistant directors, however, felt that financially the <br />City could only afford one. <br />Scalze questioned the ability to run youth athletics in <br />the evenings with only two recreation employees. <br />Page 15 <br />
