MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />Blesener replied that perhaps the City should just <br />replace the part-time Director. Blesener stated that <br />if the general consensus is to hire a full-time <br />director, there is the possibility of expanding <br />opportunities for other people and keep night <br />supervision. Blesener stated that in looking at the <br />proposed 1992 Budget, he feel the City can only afford <br />a full-time Director and one assistant. <br />Scalze pointed out that it was thought that the <br />additional salary costs would be covered by increased <br />program costs. <br />The Council reviewed pages 33 and 34 of the agenda <br />which contained a cost analysis of salaries for options <br />of a full-time Director, with and without one and two <br />assistants, as well as the dollars generated by an $iS <br />registration fee at various levels of participation. <br />The Administrator did not feel that participation <br />levels would decrease much with an increase to an $18 <br />fee due to the fact alternatives to our program were <br />more expensive. <br />Scalze noted that for hardship cases there are always <br />scholarships available so that no one is denied access <br />to the recreation program. <br />Blesener noted that using a$30,000 salary for the <br />Director plus one assistant, increased costs to the <br />City would be covered at the $18 fee level with a 90% <br />participation rate. Blesener suggested that this is <br />the option that should be considered. <br />Scalze pointed out that the salary for the full-time <br />Director is the biggest increase to absorb. Scalze <br />felt the cost for two assistants was low-priced. <br />Scalze suggested that another option would be to retain <br />two assistants, but cut back their hours. <br />Blesener asked what the Council's goal was for this <br />evening. <br />The City Administrator requested that the salary scale <br />for the full-time Director, pointing out that once that <br />decision is made, it will effect further decisions down <br />the line. <br />Blesener suggested a scale of $28,000 to $32,000. <br />Scalze indicated that she would like to stay at the <br />lower end, and suggested a scale of $28,000 to $34,000. <br />The City Administrator stated that he was hesitant to <br />Page 16 <br />
