MINUTES <br />CITY COUNCIL <br />NpVEMBER 13, 1991 <br />recommend a low salary scale, for example, the $25,000 <br />to $30,000 range, because of the possibility of <br />limiting the range of candidates that the City will <br />have to choose from, and the fact that the person would <br />probably have very little experience. The <br />Administrator also pointed out that a person hired at <br />that range may lobby for an increase after reviewing <br />comparable positions in other cities. <br />Blesener felt that the City needed someone with some <br />experience. Blesener suggested a$30,000 to $34,000 <br />salary range and that the City retain one assistant <br />director. <br />Scalze suggested that she and the City Administrator <br />get together and run the numbers to see what level of <br />fees is necessary to support the salary range with <br />options of one or two directors. <br />Blesener suggested that perhaps later the City could <br />justify two assistant directors, but not at this time <br />given the budget situation. <br />The City Administrator suggested a broad range, noting <br />that the top candidate will expect the top of the <br />range. If the top candidate cannot accept the position <br />for some reason, then another candidate could be made <br />an offer at a lower figure. The Administrator <br />suggested a range of $25,000 to $35,000 with the key <br />being the upper end of that range. <br />Scalze stated that there are issues that a full-time <br />Director will be involved in that require experience. <br />Collova suggested a range of $26,000 to $34,000. <br />Scalze and Blesener agreed. Blesener also suggested <br />that the advertisement for the position include a <br />statement that experience is preferred. <br />It was the consensus of the Council that the advisory <br />committee should meet to consider level of fees as well <br />as the issue of number of assistant directors. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-11-389 - AUTAORIZING THE CITY <br />ADMINISTRATOR TO ADVERTISE FOR A FULL-TIME PARK AND <br />RECREATION DIRECTOR AS OUTLINED BY THE COUNCIL <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Collova, Hanson, Blesener. <br />Nays (0).
