MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />ASSESSMENT Mr. Blesener introduced the following resolution and <br />REAPPORTION- moved its adoption: <br />MENTS <br />RESOLUTION NO. 91-11-390 - APPROVING THE APPORTIONMENT <br />OF ASSESSMENTS AS REQUESTED BY RAMSEY COUNTY FOR PARCEL <br />N0. 06-29-22-33-0025, KRIENKE PROPERTY, PARCEL NO. <br />06-29-22-32-0006, GUERIN PROPERTY, PARCEL NO. <br />06-29-22-34-0035, SCHRIER PROPERTY <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Blesener, Collova, Hanson, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />WINTER Council reviewed the memo submitted by the Public Works <br />PARKING Superintendent dated November 13, 1991 regarding winter <br />parking on City streets. The Public Works <br />Superintendent is proposing an ordinance that would ban <br />all parking of vehicles on City streets during the <br />Winter from 1 A.M. until 5 A.M. so that snow removal <br />efforts will not be hampered. <br />It was the consensus of the Council to wait until there <br />have been a couple more snowfalls before acting on this <br />recommendation. In the meantime, Public Works should <br />study the situation, identify any streets where <br />problems exist, and also obtain information from the <br />Sheriff's Department on the number of tags issued and <br />number of cars towed. <br />Scalze thought that the Council had already decided to <br />post one side of Ruth Street as no parking. <br />The City Administrator replied that he would have <br />Public Works research this. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-11-391 - INSTRUCTING PUBLIC WORKS TO <br />PREPARE A STUDY IDENTIFYING STREETS WHERE PARKING <br />PROBLEM HAMPER SNOWPLOWING OPERATIONS, WITH TAE STUDY <br />TO INCLUDE INFORMATION FROM THE SHERIFF'S DEPARTMENT ON <br />NUMBERS OF TAGS AND TOWS DURING, THIS STUDY TO BE BASED <br />ON THE NEXT TWO SNOWSTORMS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, LaValle, Aanson. <br />Nays (0). <br />Resolution declared adopted. <br />Page 18 <br />
