MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />LaValle asked if this amendment precludes various <br />businesses within the City from having merchandise on <br />display in front of their establishment. <br />The City Planner replied that permanent outdoor <br />displays have always been handled through the <br />conditional use permit process. This amendment would <br />address unique items through an administrative permit. <br />The Planner reported that the issue arose since there <br />have been property owners conducting sales of Christmas <br />trees, etc. on their property. This process would <br />allow for temporary outdoor sales and displays without <br />putting too much of an administrative burden on anyone. <br />The Council discussed the fee for such a permit, and it <br />was the consensus that a fee of $25 should be <br />established. The Council also discussed whether or not <br />this would apply to established businesses in the City <br />or would include temporary street corner vendors. <br />The City Attorney reported that his interpretation was <br />that the permit would apply to legitimate, established <br />businesses within the City. <br />Mr. Blesener introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 352 - AN ORDINANCE REGULATING TEMPORARY <br />OUTDOOR SALES/DISPLAYS WITHIN THE CITY OF LITTLE CANADA <br />The foregoing ordinance was duly seconded by Collova. <br />Ayes (5) Blesener, Collova, LaValle, Scalze, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />ASSESSMENT The Council reviewed the County's request for <br />REAPPORTION- reapportionment of assessments for the William Stafki <br />MENT property at 316 Little Canada Road. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-11-404 - APPROVING THE <br />REAPPORTIONMENT OF ASSESSMENTS FOR THE WILLIAM STAFKI <br />PROPERTY AT 316 LITTLE CANADA ROAD AS REQUESTED BY <br />RAMSEY COUNTY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Collova, Hanson, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />Page 10 <br />
