MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />Blesener pointed out that this amendment changes the <br />interest rate paid by the property owner from 11.58% to <br />9.380, shortens the term of the issue, and changes the <br />tax-exempt status to taxable status. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-11-402 - APPROVING THE DOCUMENTS <br />AMENDING COMMERCIAL DEVELOPMENT REVENUE NOTE OF 1981 <br />FOR YORKTON INDUSTRIAL BUILDING B AS SUBMITTED BY <br />BRIGGS AND MORGAN AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE DOCUMENTS ON BEHALF OF THE <br />CITY SUBJECT TO REIMBURSEMENT OF ALL COSTS ASSOCIATED <br />WITH THE CITY'S REVIEW <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />RYAN DRIVE Council reviewed the City Engineer's letter dated <br />REPORT November 25, 1991 recommending that the City Attorney <br />review and comment on a issues relating to a public <br />improvement on a private street before the Council <br />proceeds with review of the Ryan Drive report. <br />The City Administrator reported that these issues need <br />to be addressed be£ore the City holds a public hearing <br />on this matter. The Administrator also indicated that <br />the costs associated with the City Attorney's review <br />would be charged to the project if it proceeds. The <br />only risk to the City for these costs is if the project <br />does not proceed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-11-403 - AUTHORIZING THE CITY <br />ATTORNEY TO REVIEW THE ISSUES INVOLVED IN A PUBLIC <br />IMPROVEMENT ON A PRIVATE STREET IN RELATION TO RYAN <br />DRIVE AND OFFER A LEGAL OPINION TO THE COUNCIL <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Hanson, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />OUTDOOR The City Planner reviewed the Planning Commission's <br />SALES & recommendation to amend the Code to allow outdoor sales <br />DISPLAYS and displays by temporary license. <br />Page 9 <br />
