MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />1992 The City Administrator recommended the renewal of <br />INSURANCE insurance coverage for 1992 based on the quote received <br />RENEWALS from the City's insurance carrier. The Administrator <br />noted that the quote is less than what was paid for <br />coverage in 1991 and is exclusive of Workers' <br />Compensation and Umbrella Coverages. The Administrator <br />noted that the City did not carry Umbrella coveraqe <br />during 1991. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-11-405 - APPROVING THE RENEWAL OF <br />INSURANCE COVERAGE FOR 1992 BASED ON THE RATES QUOTED <br />BY THE CITY'S INSURANCE CARRIER WITH THE INDICATION <br />THAT THE CITY WILL NOT CARRY UMBRELLA COVERAGE DURING <br />1992 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Blesener, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />RECREATION Scalze reviewed in detail the recreation committee's <br />DIRECTOR recommendations as outlined in the City Administrator's <br />POSITION memo dated November 21, 1991. Scalze pointed out that <br />not all members of the committee agreed with all the <br />recommendations. However, these recommendations are <br />the result of compromise by the majority of the <br />committee. <br />with regard to the last recommendation regarding the <br />evaluation of the option of contracting for <br />recreational services with another City, Scalze <br />reported that the City Administrator and Gene DeLonais <br />felt strongly that this option should be looked at in <br />greater detail. <br />The City Administrator reported that his concern is <br />with accountability. The Administrator felt that all <br />options should be explored in detail so that whatever <br />the final result is, the City has a good basis of <br />finding to support it. <br />Scalze reported that if the Council wishes this option <br />to be pursued in greater detail, the committee is <br />willing to reconvene and meet with representatives of <br />either the Cities of Roseville or Maplewood. <br />Blesener agreed that to be fair to the public, this <br />option should be explored in greater detail if the <br />committee is willing.
