MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />should be done soon since a full-time Parks & <br />Recreation Director position has already been <br />advertised. <br />Collova agreed that every option should be explored. <br />Scalze suggested that the City Administrator schedule a <br />meeting with representatives from Roseville. <br />Scalze reported that she has heard comments about <br />negotiating a salary higher than what has been <br />advertised for the full-time Parks & Recreation <br />Director position. 5oalze asked if there was any <br />interest on the part of the Council in doing this, and, <br />if so, felt that the position should be readvertised at <br />the higher salary range, otherwise, the salary range <br />that has been established should remain. Scalze felt <br />that increasing the salary later would result in <br />applicants being precluded who may have applied at the <br />higher salary. <br />Collova stated that he had no interest in exceeding the <br />salary range that has been established for the <br />position. <br />Hanson agreed. <br />Blesener suggested that the City is always faced with a <br />first-choice candidate negotiating the salary. <br />xowever, the City may not be willing to pay a <br />second-choice candidate the top of the range. Blesener <br />stated that the City has advertised a salary range for <br />the position, and should stick with that range. <br />Scalze reviewed a salary comparison that she put <br />together showing percentage of City department head <br />positions compared to City Administrator positions for <br />Little Canada and several other cities. Based on this <br />comparison, the salary range that has been established <br />for the full-time Park & Recreation Director is right <br />in line. <br />Scalze noted a letter from Steve Morelan, Little Canada <br />Recreation Association, addressing some of the <br />recommendations of the recreation committee. Scalze <br />noted that Morelan feels that the salary scale that has <br />been established is too low. The letter also expresses <br />concern about program fees, and Scalze acknowledged the <br />need to fine-tune these fees. Morelan's letter <br />indicates that LCRA should be considered an advisory <br />group for all recreational programming.
