MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />SUBJECT TO FINE-TUNING OF RECREATION FEES, AND <br />COMMENTING THE COMMITTEE ON A JOB WELL DONE <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Blesener, Collova, Hanson, LaValle, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />Steve Morelan appeared before the Council to review his <br />letter dated November 27, 1991 regarding restructuring <br />of the Recreation Department. Morelan noted that the <br />LCRA feels the salary range established for the <br />position of full-time Parks & Recreation Director is <br />too low. Morelan stated that it is their feeling that <br />this salary will attract applicants with very little <br />experience. <br />Blesener felt that the salary range was right in the <br />ballpark. Blesener also noted that the City is <br />considering hiring a full-time Director in order not to <br />maintain the status quo, but to move forward in the <br />area of recreation. <br />Morelan asked if the Council will be open to the idea <br />of negotiating the salary to meet the expectations of a <br />qualified applicant. <br />Scalze felt that if the Council is going to be open to <br />negotiating a higher salary, than that higher salary <br />should be advertised in order to attract the best <br />candidates possible. <br />Collova pointed out that the advertisement was only <br />recently run, and suggested that the City will need 30 <br />days time to see if the salary range is attracting the <br />type of candidates that the City is seeking. <br />Steve Morelan pointed out that LCRA agrees that <br />registration fees need to be fine-tuned, and pointed <br />out LCRA's recommendations on fees. Morelan also <br />reported that LCRA has indicated a willingness to <br />buy-down registration fees to decrease and phase-in the <br />impact of increased fees on participants. <br />With regard to expanding the Park Commission to a Park <br />and Recreation Commission, Morelan stated that he did <br />not know if the LCRA is interested in expanding its <br />role beyond youth athletics, but this was a <br />possibility. Morelan suggested that the Council take a <br />wait and see attitude on this issue. <br />Page 14 <br />
