MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />Steve Morelan reported that the LCRA foresees problems <br />with contracting the City's recreation program with <br />another City, however, does not disagree that the <br />option should be explored in more detail. <br />Blesener pointed out that the full-time Director <br />position has been advertised, and suggested that the <br />City wait and see the type of applications that come <br />in. Blesener asked about the application screening <br />process. <br />The City Administrator suggested that Scalze, Wehrle <br />and himself review the applications and choose the top <br />5 to 10 applications for Council to review with <br />interviews of possibly the top 5. The City <br />Administrator pointed out that while members of other <br />groups would be welcome to attend interviews, the final <br />hiring decision would be the Council's. <br />RECYCLING Roberta Anderson, Recycling Intern, appeared before the <br />BINS Council requesting that the City authorize the purchase <br />of 2,500 new recycling bins with Ramsey County grant <br />funds. These new bins would be distributed to City <br />residents currently without bins, or as replacements <br />for the old-style bins. Anderson reported that she has <br />obtained three quotes, and recommended approval of the <br />quote from Shamrock for a three-bagger, 21-gallon bin <br />at $4.95 each. <br />Blesener asked if the intent was to have one container <br />for all types of recycling. <br />Anderson replied that this was correct, and described <br />how the container would hold three paper bags <br />containing separated recyclables, as well as <br />newspapers. <br />The City Administrator pointed out that the purchase <br />would be made with 1991 grant funds, which if not used, <br />cannot be carried over to 1992. <br />Blesener indicated that there may be a lot of residents <br />of the City who do not have recycling bins. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-11-407 - APPROVING THE PURCHASE OF <br />2,500 MODEL 695 21-GALLON RECYCLING BINS FROM SHAMROCK <br />AT A PRICE OF $4.95 EACH AS RECOMMENDED BY THE CITY'S <br />RECYCLING INTERN <br />Page 15 <br />
