MINUTES CITY COUNCIL DECEMBER 11, 1991 wants the City to accept whatever value the appraiser establishes. Costa agreed. Costa suggested that if the appraiser sets a value of $1.50 per square foot, that is what the City should accept. Scalze stated that if the value were set at 50 cents per square foot, she would have a problem with that. The Council discussed the range that would be acceptable, and it was the consensus that a$1 to $2 range per square foot would be acceptable. LaValle did not agree with this range, preferring a 50 cents to $2 range. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 91-12-420 - DECLARING THAT THE COUNCIL WILL ACCEPT A RANGE OF $1 TO $2 PER SQUARE FOOT AS A VALUE FOR THE EASEMENT NECESSARY FOR THE DESOTO STREET RIGHT-OF-WAY WITH THE APPRAISAL TO BE BASED ON A HIGHEST AND BEST USE OF THE SITE AS UNPLATTED R-1 PROPERTY The foregoing resolution was duly seconded by Scalze. Ayes (5) Blesener, Scalze, Collova, LaValle, Hanson. Nays (0). Resolution declared adopted. Mr. Costa indicated his intention to hire Forsythe Appraisals, which was acceptable to the Council. GAMBLING Mr. Ray Massman, representing the North Ramsey 500 LICENSE Lions Club, appeared before the Council requesting NO. RAMSEY renewal of a Class D gambling license for the Lions 500 LIONS Club. LaValle pointed out that the license if for a two-year period, and once approved, the Lions Club could hold as many gold plate dinners as they desired without appearing back before the Council. LaValle requested that the Lions Club submit a letter indicating that the license for which they are applying is a Class D only. Mr. Masmann indicated that the application form indicates Class D. Blesener felt the Class D indication should be shown more clearly on the form. Page 12
