MINUTES <br />CITY COUNCIL <br />DECEMBER 11, 1991 <br />wants the City to accept whatever value the appraiser <br />establishes. <br />Costa agreed. Costa suggested that if the appraiser <br />sets a value of $1.50 per square foot, that is what the <br />City should accept. <br />Scalze stated that if the value were set at 50 cents <br />per square foot, she would have a problem with that. <br />The Council discussed the range that would be <br />acceptable, and it was the consensus that a$1 to $2 <br />range per square foot would be acceptable. LaValle did <br />not agree with this range, preferring a 50 cents to $2 <br />range. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-12-420 - DECLARING THAT THE COUNCIL <br />WILL ACCEPT A RANGE OF $1 TO $2 PER SQUARE FOOT AS A <br />VALUE FOR THE EASEMENT NECESSARY FOR THE DESOTO STREET <br />RIGHT-OF-WAY WITH THE APPRAISAL TO BE BASED ON A <br />HIGHEST AND BEST USE OF THE SITE AS UNPLATTED R-1 <br />PROPERTY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, LaValle, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />Mr. Costa indicated his intention to hire Forsythe <br />Appraisals, which was acceptable to the Council. <br />GAMBLING Mr. Ray Massman, representing the North Ramsey 500 <br />LICENSE Lions Club, appeared before the Council requesting <br />NO. RAMSEY renewal of a Class D gambling license for the Lions <br />500 LIONS Club. <br /> LaValle pointed out that the license if for a two-year <br /> period, and once approved, the Lions Club could hold as <br /> many gold plate dinners as they desired without <br /> appearing back before the Council. LaValle requested <br /> that the Lions Club submit a letter indicating that the <br /> license for which they are applying is a Class D only. <br /> Mr. Masmann indicated that the application form <br /> indicates Class D. <br />Blesener felt the Class D indication should be shown <br />more clearly on the form. <br />Page 12 <br />
