MINUTES <br />CITY COUNCIL <br />DECEMBER 11, 1991 <br />Scalze asked about the requirement of donation of 10% <br />of profits. <br />Blesener pointed out that this issue was discussed in <br />the past, and consensus of the Council was to not make <br />this requirement under Class D or Exemption permits. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-12-421 - APPROVING THE RENEWAL OF <br />CLASS D GAMBLING LICENSE FOR RAFFLES ONLY FOR THE NORTH <br />RAMSEY 500TH LIONS CLUB AS REQUESTED, PROVIDED TAAT THE <br />CLASS D DESIGNATION IS MORE CLEARLY SHOWN ON THE <br />APPLICATION FORM <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (4) Blesener, Collova, Scalze, Hanson. <br />Nays (1) LaValle. <br />Resolution declared adopted. <br />LaValle opposed the resolution because he wanted <br />approval contingent upon a letter from the Lions <br />organization stating that they were seeking a Class D <br />license only. <br />PIONEER PARK Mr. Jim Olsen <br />CONCES5ION authorization <br />STAND stand. Olsen <br />of the Little <br />given this op <br />the LCRA. <br />appeared before the Council requesting <br />to operate the Pioneer Park concession <br />pointed out that it is the recommendation <br />Canada Recreation Association that he be <br />~ortunity in return for 10% of profits to <br />LaValle expressed concern about the 10% going to the <br />LCRA rather than the City. LaValle also questioned <br />just what the percentage should be. LaValle suqqested <br />that the City obtain bids for running the concession <br />stand. This is how the County handles their concession <br />stands. LaValle pointed out that by not taking bids, <br />there may be other residents in the City who would be <br />concerned that they were not given the same opportunity <br />that Mr. Olsen is being given. <br />Olsen reported that the issue has been on the agenda of <br />LCRA meetings for many months. A few people have <br />expressed interest, however, no one followed up. Olsen <br />reported that he came up with the 10% figure, reporting <br />that he initially will have to purchase the equipment <br />for the concession stand. 15o is a typical figure, and <br />Olsen estimated that in two year's time, after the <br />equipment is paid for, the 10% would be increased to <br />Page 13 <br />
