Olsen also reported <br />that he is a resident of Little Canada, an active <br />member of the Rec Association and detailed his <br />background in the concession business. <br />Scalze pointed out the question of whether the 10% went <br />to the LCRA or the City. Scalze pointed out that the <br />LCRA donated the money to the City to build the <br />recreation building, as well as made other donations to <br />the park. Scalze agreed that the building is a City <br />building, however, the donation is still there. Scalze <br />stated that she had no problem with the 10% going to <br />the LCRA, except if it costs the City money. <br />Hanson pointed out that it is a City building, and the <br />City is paying insurance and utilities on the building. <br />Hanson also questioned the City's liability in this <br />area. <br />Olsen reported that he would carry insurance and have <br />the City listed as an additional insured. As far as <br />utilities, Olsen asked if it were possible to meter <br />electrical usage for the concession stand itself. <br />The City Administrator stated that the City's costs <br />would depend on the hours of operation of the <br />concession stand. The insurance costs are there <br />regardless of whether there is a concession stand or <br />not. Electricity would depend on usage. <br />It was reported that the Recreation Director supports <br />the concession stand activity since it will get <br />additional activity in the park and perhaps cut down on <br />vandalism problems. <br />Hanson asked about the sale of alcoholic beverages. <br />Olsen reported that he did not plan to sell alcoholic <br />beverages, however, there may be the demand from adult <br />usage of the fields. <br />Scalze did not feel the sale of alcohol in the park <br />would be desired by the City. <br />Blesener stated that he has no problem with Olsen's <br />request, however, pointed out that this is the first <br />the Council has heard of it. Blesener suggested that <br />the matter be referred to the Park Commission for their <br />review and comment, and suggested that this will also <br />allow the issue to get before the general public.
