MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />that if Roseville administers the City's recreation <br />program, members will have the drive to coach or run <br />fund-raisers. Without the LCRA, the City will lose <br />$9,000 to $10,000 in funding each year. Also, the LCRA <br />has been the recipient of substantial donations from <br />one of the charitable groups in the City. As a result, <br />the LCRA has donated over $100,000 per year for the <br />past 5 years to park and recreation capital <br />improvements. Without the LCRA, there is the potential <br />that these donations could be lost. LCRA believes that <br />if the agreement with Roseville is entered into and <br />then falls by the wayside, and the LCRA has ceased to <br />exist, there may not be anyone left in the City <br />familiar with recreation to put a program back <br />together. <br />Morelan stated that the LCRA believes the option of <br />contracting with Roseville is conceptually impractical. <br />Morelan felt that the concerns of the LCRA are <br />impossible to address in a contract with Roseville, and <br />if they could be addressed in a contract, they would be <br />impossible to enforce. LCRA believes the small cost <br />savings to the City was not worth jeopardizing the <br />program that is in place. In conclusion, the LCRA <br />respectfully requests that the efforts to secure a <br />contract with the City of Roseville be terminated and <br />the City focus its efforts on hiring a full-time Parks <br />and Recreation Director. <br />Hanson pointed out that there are some youth athletic <br />programs that have continued to decline, such as youth <br />hockey and football. Also, there are areas of the <br />population whose needs are not being met in terms of <br />recreation. Hanson asked if the City hires a full-time <br />Director, if the LCRA is interested in being involved <br />in the expansion of recreation programs to everyone in <br />the City. <br />Morelan replied that the LCRA has been associated with <br />youth athletics in the past, and to-date the City has <br />not done much in the way of adult recreation. LCRA has <br />discussed adult recreation, but Morelan was not sure <br />whether LCRA would become actively involved in that <br />area. <br />Blesener pointed out that there are two issues before <br />the Council tonight, and those two issues should not be <br />confused. Those issues are either contracting with the <br />City of Roseville for recreation administration or <br />hiring a full-time Recreation Director for the City. <br />Sf the City chooses to hire a full-time Director, <br />another issue is who that Director will be. Blesener <br />reported that the City has advertised the position and <br />has received approximately 100 applications for it. <br />Page 10 <br />
