MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />Morelan reported that the LCRA is not prepared at this <br />point, and may never be, to say who should be hired as <br />full-time Director. <br />Jan Graczyk, past member of the LCRA and former <br />Director of Girls' Recreation for the City, stated that <br />she feels strongly about the City's recreation program. <br />Graczyk stated that contracting with Roseville for <br />recreation administration would result in a loss of <br />pride and accomplishment in the City's program. <br />Graczyk reported that Jim Morelan, as the City's <br />part-time Director, has continued to build the City's <br />recreation program to the quality that it is today. <br />Graczyk felt the need to look elsewhere was <br />unnecessary. Graczyk reported that the City currently <br />has a sufficiently run program, which she felt should <br />be run by Little Canada with a full-time Director. <br />Mike Fahey reported that he was not present this <br />evening to lobby for any candidate, and agrees that <br />this is not the issue this evening. Fahey reported <br />that he is not a member of the LCRA, and not here to <br />disparage Roseville. Fahey felt it was important to <br />community identity and pride for the City to run its <br />own recreation program. Fahey urged the Council to end <br />any further consideration of contracting with Roseville <br />tonight and get on with the important work of reviewing <br />the l0o applications for full-time Director. Fahey <br />stated that Little Canada's park and recreation program <br />is alive and well and cost effective and poised to get <br />better. <br />Fahey reported that 5 or 6 years ago the City Council <br />endorsed the Little Canada Recreation Association as <br />the official recreation association of the City. Fahey <br />reported that coaches are proud of the City, many of <br />which live and work in the City. The decision to hire <br />a full-time Parks and Recreation Direction is another <br />positive step to develop and maintain the City's <br />program. Somehow that matter has gotten detoured, and <br />Fahey stated that he does not have a good explanation <br />of how it happened. Fahey pointed out that the <br />recreation committee was first formed to draft a job <br />description for the full-time Director position, and <br />ended up as an advisory board of the City without <br />public hearing or solicitation of participation by <br />members of the general public. Fahey stated that this <br />process troubles him. <br />Fahey stated that a result of the present process is <br />that the LCRA, coaches and other interested people feel <br />disinfranchised and put upon. Fahey stated that LCRA <br />and coaches are the backbone of the City's recreation <br />program. <br />Page 11 <br />
