MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />Another point raised by LCRA is their belief that it <br />would be a conflict of interest for Roseville to <br />administer the Little Canada recreation program. LCRA <br />believes that as day-to-day decisions arise that would <br />effect both programs, decisions would be made in <br />Roseville's best interest. Another concern is loss of <br />accountability. LCRA believes there would be no direct <br />supervision by Little Canada to oversee the day-to-day <br />operation of the program. Morelan reported that the <br />argument has been made that Roseville staff will be <br />accountable to the Little Canada City Administrator and <br />City Council. However, LCRA questions whether the City <br />Administrator has the time or background to oversee the <br />administration of the program. <br />Another concern expressed by the LCRA has to do with <br />the control of Little Canada facilities. Morelan <br />pointed out that Roseville has expressed a desire to <br />use Little Canada facilities. LCRA believes that if <br />Roseville is given control over scheduling of <br />facilities, Little Canada will lose the use of those <br />facilities. While there has been discussion that this <br />can be addressed in a contract with Roseville, LCRA <br />believes there would be no one to watchdog the <br />situation. Morelan reported that Roseville has <br />indicated that use of Little Canada facilities will <br />reduce their costs. LCRA believes that if $30,000 is <br />not enough to administer the program, Roseville can <br />further reduce costs by using Little Canada facilities <br />rather than their own. <br />Morelan reported that LCRA is also concerned about <br />jeopardizing working relations that the City's <br />recreation department currently has with other cities, <br />such as Maplewood and St. Paul. LCRA questions that <br />Roseville's philosophy will be the same as Little <br />Canada's. Another concern is logistics and whether <br />there would be any face-to-face interaction between <br />Little Canada staff and Roseville's. The ability for <br />City Departments to interact on a day-to-day basis in <br />the operation of the City will be lost. <br />Morelan reported on the concern of loss of community <br />identity. LCRA believes that with Roseville running <br />the day-to-day operation, there will be public <br />perception that the programs are Roseville's and not <br />Little Canada's and over time, strong community <br />identity will be lost. LCRA believes that a strong <br />community identity makes for better residents, instills <br />community pride, builds good character in youth, etc. <br />Morelan reported that if an agreement is reached with <br />Roseville, the LCRA has strong reservations about <br />whether it will continue to exist.
