MINUTES
CITY COUNCIL
JANUARY 8, 1992
Libraries, and Gross Misdemeanor Prosecutions. The
Administrator reported that the Ramsey County League
will be meeting to comment on these recommendations on
January 15th. Two more reports will be forthcoming
from this Commission, those on possible Public Works
consolidation and Police consolidation.
Blesener stated that it appears in some instances this
involves a transfer from the City of St. Paul to the
County with the County being expected to pick up the
costs. Blesener pointed out that this will effect more
taxpayers.
Steve Garske, Little Canada resident and representative
to the Commission, reported that the issue at this
point is the concept. Garske reported that recent
discussions involved instructions to staff to put
together the cost analysis.
The City Administrator agreed that the reports before
the Council are not final. The Administrator indicated
that the League will look at the proposals and will
represent the cities' united interests on the question
of County dollars versus City of St. Paul dollars. The
Administrator recommended that the City defer to the
League's recommendation or else not comment at all.
Scalze as the City's representative to the League can
represent the City's interests.
LaValle stated that he did not understand the intention
of a consolidation of gross misdemeanor prosecutions.
LaValle pointed out that Little Canada has a City
Attorney, and if prosecution is done by the County
Attorney's office, the cost of that prosecution will be
done based on the County's costs quoted in the report.
The City Attorney questioned the ability of the County
Attorney's office to do all gross misdemeanor
prosecutions without a great influx of funds for
additional staff.
The City Administrator pointed out the tremendous time
constraints that the City is under in commenting on
these reports.
Mr. Blesener introduced the following resolution and
moved its adoption:
RESOLUTION N0. 92-1-20 - SUPPORTING THE RECOMMENDATION
OF THE RAMSEY COUNTY LEAGUE WITH REGARD TO THE RAMSEY
COUNTY LOCAL GOVERNMENT SERVICES STUDY COMMISSION'S
REPORTS ON PUBLIC HEALTH DEPARTMENT MERGER AND LIBRARY
MERGER, BUT DECLARING THAT LITTLE CANADA CANNOT SUPPORT
Page 26
