MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1992 <br />Libraries, and Gross Misdemeanor Prosecutions. The <br />Administrator reported that the Ramsey County League <br />will be meeting to comment on these recommendations on <br />January 15th. Two more reports will be forthcoming <br />from this Commission, those on possible Public Works <br />consolidation and Police consolidation. <br />Blesener stated that it appears in some instances this <br />involves a transfer from the City of St. Paul to the <br />County with the County being expected to pick up the <br />costs. Blesener pointed out that this will effect more <br />taxpayers. <br />Steve Garske, Little Canada resident and representative <br />to the Commission, reported that the issue at this <br />point is the concept. Garske reported that recent <br />discussions involved instructions to staff to put <br />together the cost analysis. <br />The City Administrator agreed that the reports before <br />the Council are not final. The Administrator indicated <br />that the League will look at the proposals and will <br />represent the cities' united interests on the question <br />of County dollars versus City of St. Paul dollars. The <br />Administrator recommended that the City defer to the <br />League's recommendation or else not comment at all. <br />Scalze as the City's representative to the League can <br />represent the City's interests. <br />LaValle stated that he did not understand the intention <br />of a consolidation of gross misdemeanor prosecutions. <br />LaValle pointed out that Little Canada has a City <br />Attorney, and if prosecution is done by the County <br />Attorney's office, the cost of that prosecution will be <br />done based on the County's costs quoted in the report. <br />The City Attorney questioned the ability of the County <br />Attorney's office to do all gross misdemeanor <br />prosecutions without a great influx of funds for <br />additional staff. <br />The City Administrator pointed out the tremendous time <br />constraints that the City is under in commenting on <br />these reports. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-1-20 - SUPPORTING THE RECOMMENDATION <br />OF THE RAMSEY COUNTY LEAGUE WITH REGARD TO THE RAMSEY <br />COUNTY LOCAL GOVERNMENT SERVICES STUDY COMMISSION'S <br />REPORTS ON PUBLIC HEALTH DEPARTMENT MERGER AND LIBRARY <br />MERGER, BUT DECLARING THAT LITTLE CANADA CANNOT SUPPORT <br />Page 26 <br />
